5.         Approval of November 2025 Meeting Minutes & December 2025 Agenda:

6.         Officer’s Reports: 

President (Martin Martin): 

1. Range to be closed December 24th and December 31st.  Possibly closed December 28th due to missing RSO staffing, Wynn Simon to update BOD.

2. Range Permit – Will re-initiate action in January. WSC to offer the City of Williams to pay for the permit to move the process along – not to exceed $2,000.

Vice President (Bruce Speirs): 

SOP Revisions – Pending/To be sent to BOD for Review/Final Approval

Treasurer (Presented by: Bruce Spiers – Warren Weir (absent)): 

Balance – $18,256.88 – CD $5,110.04 – Income $922.00 – Outgoing Checks $4,172.16 (insurance) & $1,032.41 (other).

20 New members, 492 total.

Family memberships are going up.

RSO Cadre Status (Simon):

8 NRA RSOs

27 RSOs. 

Range Usage & RSO Duty Totals to Date (Simon):

1143 members and guests participated.

Range Activities (Simon):

Ladies upcoming shoot.  NRA curriculum.  The NRA First Steps program was great. 14 Ladies participated, 9 on a waiting list.

New RSOs – What is our vetting process/due diligence for volunteer RSOs?  Should we come up with some?  -Simon.  Martin: We should look into background checks.  Swearingen: Livescan, simple yes/no. Simon/Martin/Speirs to research and bring to BOD.

RSOs needed – if you are at the range and see a member/user of the range, advertise that we need good RSOs. – Speirs. Bill Canno: handout/flyer/brochure – what is a WSC RSO and what is required of one? People need more information before signing up for a position. Speirs/Simon research.

Committees Reports:

Webmaster (Swearingen): Figuring out our website.  Some reformatting needed.  Cannot find the backdoor for uploading pdfs.  Has a contact that knows WordPress to assist.  Currently working on the calendar. Tim Topell: Do all the current links work? Swearingen: Yes, as far as I know.  Glen Mayernick: Signed up for an RSO day, it didn’t work. He did sign up two new members today, so that section is currently working.

Tactical Firearms Challenge (Cannon):

Next shoot – December 13th 

Went out and checked the status of our targets – 95% are good to go and in decent condition.

The radio ad contract is up soon.  Should we renew it? Martin Martin: We should probably wait until Spring. Social media person needed – Bruce to ask in the next newsletter for volunteers.

Range Maintenance Team (Mayernick):

Set up a 200 yd target today.

Will set up at 100yds right hand side next.

Archery Planning Committee (Murphy – Absent):

Unfinished Business:

Status of New Range Signage – Martin:  Finished the plastic parts, will put lettering on it, Glen Mayernick to finish.

Proposed Expanded ‘RSO Range Use Parameters’ – Martin: To be added to SOPs. Speirs TBD.  Wynn Simon: What does this mean?  Martin Martin: RSOs had the privilege to have a key and could use the range on off-duty times.  Speirs: If you go off hours and bring guests to shoot, who is liable? Martin: If you are the acting RSO, you should need approval from WSC BOD.  Dale Vicari: If they are non-members, I have them sign in and use our forms for liability. SOPs TBD.

Range committee to implement new Steel Target Types, Placements, SOP Revision – Topell – Completed.

Youth Scholarship – Reese – On hold

USPSA Match Proposal – Reese – On hold

Prepare for 2026 WSC Budget & Event Scheduling – Speirs

City of Williams September 2026 “Rendezvous Days” request for WSC RSOs for black powder shoot at Buckskinner Park, will check back in after the first of the year. – Martin

2026 WSC Budget & Event Scheduling due in January – Weir

Outreach for Grant Writer – Speirs

All WSC Board Members to be RSOs & carry collateral assignment – Martin. Speirs: Was discussed previously.  There is a list emailed out to the BOD listing duties/responsibilities.

WSC to implement RSO recruitment effort – Speirs

Bull horn donated by Wynn Simon.  No need for PA $200 NOT spent. – Speirs

Bylaws Change for Board Annual Planning Meeting – Set Date – Martin. Two Planning Meetings to take place each year.  Motioned by: Wynn Simon, Seconded by Tim Topell.  Motion Passed.

New Business (Motion for Presentation, Second to Discuss, Vote to approve or reject):

Wynn Simon: John Montgomery – He works in CA during the week and he got a CA CCW (roughly $1,000), something WSC could offer? Tabled.

Tim Topell: Rubber dummy guns for the range box?  Used for showing holds without using an actual firearm.  Martin: That would be under the title “Instructor”.  Topell: just to use/show safety measures.  Simon: RSOs are there to enforce safety and SOPs that should fall under it.  *“Safety Guidance” rubber dummy handgun not to exceed $50 to be purchased and placed in the range box. *  Motioned by Wynn Simon, Seconded by: Tim Topell. Motion Passed.

Speirs: Shout out to Glen Mayernick for all your hard work and Fabrizio Mariotti for the chocolate snacks. We appreciate you all.
